I think this is normal, people look at other people for various reasons.  Such as you find that person attractive, you like their hair style, you like the shirt/blouse they have on, may even wonder where they got it because you wouldnt mind getting that yourself or for a gift for someone you know.  Just a couple of examples.  Of course there are always the hunters, hunting and wondering if they would make a good date/relationship.  Also, may be trying to work up the nerve to speak to you..
