The tricky thing is he has been acting distance of late... I feel I should just let it go and hopefully with him moving I will forget about him. I have always been a believer of " a guy will make an effort if he likes you" and I havent seen that effort from him... so I have been hoping for awhile that I will just forget him.. I go on dates talk to other guys but I still have this thing for him. I am confused...

Yes, if a guy is interested he will show it.  However, sometimes they do need a little encouragement too.  Do what you feel is best - follow your gut.  If you do express an interest in him to him do so with the spirit that you do so expecting nothing in return...
