I would probably be a smart aleck and say something like, "so when are you asking me out again?" with a bit of a playful tone.  If he said something like, "Im busy right now" or "I'll call you back"...then I would figure that he doesnt want to go out again.  But at least I'd know instead of wondering...

Don't ask him.  Start him off the right way.  If he hasn't asked you out yet, it's probably because of the dreaded "Valentines day date" that he is just not really for.  Don't be available every time he calls.  Keep conversations short.  He may be getting his "quota" of time with you over the phone.  Force it into an actual date using Match.com by not having a phone relationship.  he will figure out real quick that he needs to make plans with you if he wants any of your time...
