I didn't want to go too big either, so I got  him a gift card to his favorite coffee place and a travel mug.  He really liked mine, so I searched my town and found another one.  I'm going to fill the mug with the gift card and his favorite candy..

You could do something as simple as cooking dinner for him and having something special for afterwards.

Let's see...nothing elaborate...you can write up an IOU for a massage and stick it in the card, you can buy him a music cd, you can buy him a free wash for his car at a local car wash (should be under $20), you can buy him a nice business card holder for his desk (also under $20)...

That is so exciting!  Somehow, I have never managed to have a boyfriend over Valentine's Day!.

I'm a big fan of really personal, but small gifts at the beginning of relationships...  Like someone else said, you could cook dinner...or perhaps make him his favorite cookies....

I also like to make coupons for people.  You can get as personal as you want.  Some I have done in the past are a homecooked meal, a night of kissing and conversation, a night of doing whatever he wants (batting cages, etc.) without complaint, a back rub....

Those are just some ideas, but you could go the old-fashioned route with a card and candy..
